All around the world eco systems are struggling to keep up with the rapidity of the changing climate. Venerable species are showing strong signs of extension against the phenomena. The Human communities are too suffering in the sections of our societies where the resilient is minimal and the venerability is the highest. Woman, Children and young people in poor and middle income countries shows greater levels of stress.&lt;/p&gt; &lt;p&gt;Young people being the largest portion of our communities are the ones who get the toughest beat from climatic ill effects. All most all the social issues associated with Climate Change are directly influencing the most venerable young communities including young woman and children. Despite the fact that other venerable sectors are too considerably in size, young people are not represented in any major decision making body at any level, cornering them. Socio economic issues like participation in decision making, public health, education, employment, social security and food and energy security, social disparity, generational gap, access to information, life style issues has a direct toll on young generation. These problems are worsen by the lack of involvement of young people at higher levels in decision making which has resulted lack of understand over the ways and means of addressing them.&lt;/p&gt; &lt;p&gt;The International Network of Young Climate Policy Makers core team has identified following reasons through extensive researches and experiences of its partners. 1.	Less participation of youth of youth participation in international policy making platforms. 2.	Lack of understanding and common awareness as well as consensus over the problems faces by the young people including children and woman. 3.	Disarrays between global and national level young policy makers and pressure groups and build-up of issues which has caused improper communications between them. 4.	Lack of information and capacity of young policy makers to lobby relevant parties and to advocate them for effective inclusion of youth in to policy making and implymentory action.&lt;/p&gt; &lt;p&gt;As an secretariat of non governmental organisations with a membership span of over 1000 organisations which covers every sector sensitive to climate change, The Peoples Initiative to Minimize the Impacts of Climate change has a direct and strong agenda for high-level intervention to minimise the effects of ill effects and the effects itself. As the Copenhagen climate talks for the Post Kyoto Treaty is highly anticipated by all stake holders, the planned action scope of the secretariat will have a need to lobby on behalf of the venerable and incapable sectors against climate change.&lt;/p&gt; &lt;p&gt;Elements which the funding is needed.&lt;/p&gt; &lt;p&gt;Green Movement of Sri Lanka, The convenor of &#8220;peoples Initiative to minimize the impact of Climate Change&#8221; and other partner organisations of INYCPM understanding that collective actions should be made by using effective and efficient methods which has managed to support the formulation of the development of the year action plan to move-with. The development of the action plan depends upon following action objectives. 1.	Strengthening of young voices in higher levels of decision making related to climate change. 2.	Building consensus between young activists and policy makers at the transnational level as well as networking them. 3.	Bring all youth parties in to a single and negotiable platform for lobbying and advocacy work on post Kyoto Treaty as well as climate related actions. 4.	Building capacity of youth activists in all fields to have stronger lobby.
From a practical and implymentory prospective, it is important that key ingredients contributing to the propagation of the issue is removed and methodological deployment of action to address the high build-up of factors supporting the problem. The International Network of Young Climate Policy Makers identifies this very well and prepares its working strategy by parenting it. Globally spanned partners and action of the network and the experience and capacity has made the organisation to a place highly capable of addressing the youth issues as a transnational youth network.&lt;/p&gt; &lt;p&gt;Collaboration of the INYCPM and the coverage of the project.&lt;/p&gt; &lt;p&gt;International Network of Young Climate Policy Makers is a joint project of GYG and PIMICC. Therefore the INYCPM has direct collaboration of all the member organisations of the two partner organisations. This numbered more than 25 Sri Lankan base NGOs' including Green Movement of Sri Lanka and another 50 regional and global level organisations. Outside these lists of organisations the INYCPM is in the process of working out collaborations with International and regional organisations which exist out side the ordinary out side the action networks.&lt;/p&gt; &lt;p&gt;Out Come of the activities of the Network.&lt;/p&gt; &lt;p&gt;The work of INYCPM in lobby and advocating stake holders who are part of the regional and Global decision making processes and youth activists who are working in grate disarray, is expected to have following out comes listed below.
&#8226;	High level of youth involvement in decision making at all levels, especially the level of transactional policy and decision making.
&#8226;	Stronger concentration and understanding and address of the issues face by the youth including woman and children by the Post-Kyoto treaty.
&#8226;	Cohesive bonding and high level interaction of regionalist action and work by the youth organisations and young climate policy makers. &#8226;	A platform of guiding for youth leaders and policy makers which will be acceptable for all stakes and will be able to address all sides of most common issues. &#8226;	Coordination, communication and networking between important youth circles in action.
Sustainability.
The International Network of Young Climate Policy Makers will be highly concentrating on networking, strategising, identifying priorities and other special needs and making action plans and initiating major campaigns which will propagate action in the years to follow. Thus, the financial need in the first action year will be much greater comparing with the future action years. In the first action year the funds will be utilisation will act as start-up funds as the action planned and under planning for the next years will be covered by the members themselves. Having the membership of the INYCPM coming from the most influential and largest youth circles in the planet make them pretty capable of acting them own. Since the action planned for the time period after February, 2010 is not being finalised yet the financial expectations cannot be drawn in a sheet as such. Therefore, once the network complete first year in action with the necessary financial resources the INYCPM will finds its own ways to utilised a effective self sufficient method to carry out its important work. This might include applying for new funds from any funding agency or establishing a common fund with the support of partner organisations.&lt;/p&gt;&lt;/div&gt;

Climate change the single most potent phenomenon changing the way in which the human race understands civilization will, if unchecked, wreak havoc amongst those who will inherit this planet &#8211; the youth of today. As such, the realities, thoughts, ideas and aspirations of youth should play a critical and crucial role in charting any climate control policy that affects the future. However, over the last few years when the climate debate reached super-star status amongst global policy makers and plan implementers, the voice of youth has been largely ignored. Although this situation contravenes almost all umbrella policies that insist on youth participation in policy planning, there has been an increasing groundswell to include youth participation in these exercises.

Background
The frequency and passion with which the political, economic and social fallout of global climate instability is being discussed is only surpassed by the level of non-action on the part of governments, leaders, lawmakers and policy implementers. One of the key reasons for this non action is being that youth have been excluded from many vital processes of decision making including that of addressing special needs of young generation. This state of affairs has become intolerable for the peoples of the earth and particularly to youth activists whose work is intensely to address the. Therefore, far before governments and policy makers were able to act, young civil groups and individual activists engaged their commitment and meager their resources in various parts of the planet to try to strike a blow against the escalation of planet-threatening lifestyles and policies. In the midst of COP meeting which is scheduled for Copenhagen this 2009 young people all over the globe are becoming highly vulnerable to the ill effects of Climate Change. When Climate Change results economical and social fallouts, youth are the once who suffers right from the beginning; Problems in finding employment, social security, and health as well as education sectors will be just the tip of the ice berg of the problems young population of a country has to face. Despite the alarming signs coming out, their view points and their problems are the ones that are being least addressed at every level of policy making. It is obvious that united regional action should lobby against this lack of attention and to include a strong youth perspective to the post Kyoto treaty and its implementations.
&lt;p&gt;The Project
The partners of International Network of young climate Policy Makers clearly understanding that collective and communicative regional action of their varied capacities for adaptation and mitigation action (in terms of policy making and lobbying) is the only way to ensure effectiveness in addressing youth issue in global and regional context. Thus, called in people who are known as the Management committee for the Coordinating of International Network of young climate Policy Makers intend to expand the network by having the strongest, most creative and most result oriented youth activists at the global level working on every aspect of climate action. Also the network with the support of GMSL has been involved in calling number of organizations and very important personalities to a wider network to act as an alliance to establish a structure to facilitate making of policies and lobbying on climate action for a stronger and fair representation of voice of youth from LDC's and economies in transition and from EU member states.
The convener of INYCPM will be Mr. Sanka Chandima Abayawardena, J. A. M. who is also the initiators of the concept, while the management body will coordinate Global level discussions and development of policies to gear universal youth perspective towards COP-15 in Copenhagen on 2009 and the &#8220;Post Kyoto treaty&#8221; with strong positions coupled with practical proofs for complimentary action. The lobby work of the network will primarily be used to lobby Key youth activists and policy makers out side the network as well as attendees to the COP-15 in Copenhagen and in other relevant events . Apart from this, major lobby and advocacy campaigns will be carried out by the individual and member organisations of the network targeting strategically important events and platforms. Implementation
In order to achieve the sort of efficiency and Global visibility for the INYCPM, it is imperative that to have a joint venture with the Global Young Greens, the world's largest youth network of policy makers and activists. The INYCPM will be setting up a joint working group under the supervision of the Steering Committee of the Global Young Greens. Also INYCPM and Global young greens will jointly organize the first conference of INYCPM in line with the Congress of Global Young Greens in September, 2009 to initiate its global level lobby and advocacy campaign for the a post 2012 Climate Treaty which will be adapted by COP in Copenhagen. Post Copenhagen action will be initiated by the setting up of the joint action plan by INYCPM and GYG after the concluding the Conference on September, 2009 with the support of participant members.&lt;/p&gt; &lt;p&gt;The following proposal outlines the methods, activities and costs involved in setting up and running the Network. The management committee has agreed to give the full authority to the conveyor to go ahead with drafting the proposal and raise funds to support the ongoing network and to do all communications with the funders on behalf of the network. Implementing Organisations and partners of the network&lt;/p&gt; &lt;p&gt;The network will act as a policy planning and strategizing body as well as a lobbying, advocating and campaigning body whilst also being a clearing house for information on young green prospective. Impact in these efforts will be directly related to the extent to which the lobbied agencies have penetrated into community's level of making room for good youth voice's.
The Green Movement of Sri Lanka is one of two main implementing organization of the network (Please refer Annex b, for the Organizational Profile). Global Young Greens (Please refer Annex a, for the Organizational Profile) is the second most important implementing organisations. The Network will ask important and large Young Green Federations to nominate high profile and well linked representatives to the network and thus the Network will be able to build very important links which will come very helpful for its Lobbying and Advocating work around the world.
The activities of the network are directed towards entire globe. In this way it is expected to bridge the gap between need for youth prospective and lack of youth voice in the policy level. The overall managerial work of the network will be carried out by the management board which will be headed by the convenor. Mr. Sanka Chandima Abayawardena is the convenor and the managerial board consist of young people from all around the world and is responsible for the functioning of the network at all levels. The Management board consist of young green activists who have long experience in policy making and ground level action in this field as well as people who work in strategically important places in their respective communities. Involvement of local decision making process was a major selection criterion for the inclusion in to the network. Financial management, Mr. Kasun Chandrasekara from GMSL would oversee the financial management of the network as the chief financial officer. Meanwhile GYG, the largest partner organisation keep the right to appoint a second deputy financial officer to ensure transparency at the international level.&lt;/p&gt; &lt;p&gt;Target groups&lt;/p&gt; &lt;p&gt;In today's world activism of young people does effects the processes of decision making and implementation at every level in every country. Thus, the ground action of the members who are part of the International Network of Young Climate Policy Makers and their work in policy lobbying and advocacy efforts affects their whole communities. Bringing them together will not only make their work stronger but also make the world wide efforts to have one voice for young people, which is stronger and effective. Also bringing of them together will also help world wise efforts in Combating Climate Change a whole new fresh and creative approaches. Support develops policies on climate change and youth to build capacity and to have better synchronization at the global level.&lt;/p&gt; &lt;p&gt;Note: Objectives 3 and 4 are being considered as identifiable objectives and different processes despite them are more related to the vision and goal of the network.&lt;/p&gt;
